Alan Leavitt New Chair of Standardbred Racing Committee for Racing Commissioners International

 

Racing Commissioners International Chair William Koester of Ohio has announced the appointment of several new committee chairs in an effort to expand the association’s efforts affecting a number of aspects of the racing industry.

“These appointments are designed to enhance our efforts involving wagering security, Standardbred racing and continuing education,” Koester said, noting that the association continues to rely on the vast array of talented individuals who serve on member racing commissions or their staff.

Alan Leavitt to Chair RCI Standardbred Racing Committee

Kentucky Racing Commissioner Alan Leavitt has been named chair of the RCI Standardbred Racing Committee. Leavitt, who also serves on the boards of the United States Trotting Association and the Hambletonian Society, is a noted Standardbred owner/breeder as well as a respected regulator and member of the Harness Racing Hall of Fame.

“Given the challenges faced by Standardbred racing, there is no one with more enthusiasm and depth of experience, knowledge and involvement to lead a dialogue on our behalf with all interested parties than Alan Leavitt,” Koester said.

In the coming months it is expected that the Standardbred Racing Committee will play a higher profile role within the association in advancing concerns of industry participants and fans in an effort to encourage uniform regulatory practices and policies.

Marc Laino of Illinois to Chair Wagering Systems Security Committee

Illinois Racing Board executive Marc Laino, an experienced racing regulator, will chair RCI’s Wagering Systems Security Committee, responsible for advising the group and its members on wagering security matters and possible rules.

In the coming months, the committee is expected to review proposed rules on exchange wagering, single-pool totalisator systems, and cooperative industry efforts to safeguard against pool manipulations and fraud.

“Marc Laino has worked on these issues and has served as past chair of the RCI tote standards effort. His level of expertise is an asset to all of us and we are appreciative of his willingness to tackle these important issues for us,” Koester said.

Hugh Gallagher of Delaware to Chair Education/Training Committee

Hugh Gallagher, the executive director of the Delaware Harness Racing Commission, has been named chair of the RCI Education and Training Committee in an effort to expand the association’s efforts to ensure that racing commissioners, officials, and commission staff have the background and support necessary to fulfill their responsibilities.

Gallagher currently serves on the board of the Racing Officials Accreditation Program and has more than 30 years of experience in racing as a steward, racing official, and regulator. He is a lecturer at the University of Louisville College of Equine Industry Program’s Continuing Education Program for Stewards and Judges and has participated in the development and execution of the RCI New Commissioner/Senior Staff training program.

“Hugh has traveled the continent to help train judges and stewards and numerous other regulatory staff. His service within RCI as well as with the Racing Officials Accreditation Program affords us the ability to maximize his talents as the chair of this important committee,” Koester said.

Bob McReavy of Canada to Chair Pari-Mutuel Auditors Committee

Bob McReavy of the Canadian Pari-Mutuel Agency has been named chair of the RCI Pari-Mutuel Auditors Committee, replacing Carol Olewin of the Texas Racing Commission who retired earlier this year. In this capacity, McReavy will also serve on the RCI Wagering Systems Security Committee and serve as RCI’s liaison to the TRA 20/20 Committee, dealing with technical issues affecting simulcast wagering distribution.

COSA Admin Offices Closed for Holiday Break, Re-open Jan. 3

 

Central Ontario Standardbred Association (COSA) asks horsepeople to please note that
its Campbellville, ON office is closed for the Holiday Season, as of Noon on Friday, December 23rd.

The COSA Main St. administration centre will re-open on Tuesday, January 3rd and regular
business hours will resume.

Dawn Lupal to Call Woodbine Boxing Day Afternoon Card

 

Dawn Lupul, one of Canada’s premier horse racing commentators, will take over the announcer’s booth for the first time at Woodbine Racetrack on Boxing Day (Monday, December 26).

Lupul has been involved with harness racing almost her entire life. She began working at Northlands Park in 1995 as the on-air handicapper for both standardbred and thoroughbred breeds. She later became the network show host for Horse Racing Alberta.

After moving to Ontario in 2008, she has worked with the Woodbine Entertainment Group and HorsePlayer Interactive broadcasting teams. In 2009, Lupul also had the honour of co-hosting the O’Brien Awards with WEG’s Ken Middleton. “I’m really excited to be back behind the microphone,” she said. “Being involved at the racetrack for so many years, I always thought about calling the races, and it’s a great thrill to get the opportunity again.”

The Alberta native made Canadian history in 2009 when she became the first female to announce a live card of harness racing north of the border at Grand River Raceway in Elora, Ont. “I didn’t even realize that I would be the first female in Canada to announce until after it was over,” said Lupul. “That’s not the reason why I did it, but in horse racing, women and men compete on equal footing and it’s great to see other women in the industry having an impact.”

WEG’s Boxing Day card will feature the $60,000 Niagara Stakes final for sophomore pacing fillies, as well as the $60,000 Valedictory Stakes final for three-year-old pacing colts. Complimentary Heart of Harness Racing Calendars to Standardbred Canada Members and “Fans”

 

Standardbred Canada’s Heart of Harness Racing 2012 Calendar is hot off the press and ready to be given out.

This calendar will be given out as a Fan Appreciation gift, free to members of the ‘I Love Canadian Harness Racing’ Fan Club and SC Members, and will be available effective December 19 from Standardbred Canada’s field representatives at tracks currently racing.

The calendar features unique images which capture the heart and soul of harness racing. The Fan Club received over 255 submissions from amateur and professional photographers and fans from across the country. It was a difficult task to select only 12 images which captured the spirit of harness racing!

WEG Standardbred Horse People Support “Toys for Tots”

 

Drivers and trainers on the Woodbine Entertainment Group (WEG) circuit are filling Santa’s sleigh one win at a time in support of the Halton Police’s Toys for Tots campaign to benefit the Salvation Army.

The horsemen have contributed $6,197 to help ‘bring the joy of Christmas to needy children.’

“It’s a wonderful gesture by the trainers and drivers during the holiday season when so many families are in need,” said Bruce Murray, WEG’s Vice-President of Standardbred Racing. “Horse people are always quick to step up and this certainly helps children in the local community.”

Jason Brewer, Chris Christoforou, Sylvain Filion, Jeff Gillis, Phil Hudon, Jody Jamieson, Paul MacDonell, Doug McNair, Anthony Montini, Richard Moreau, Tony O’Sullivan, Luc Ouellette, Mike Saftic, Randy Waples, along with Rick and Scott Zeron, donated their time, money and support to the annual campaign.

“I’m honoured to play a small part in a great cause that ensures deserving kids will enjoy a happy Christmas,” said McNair.

The 21-year-old reinsman generously donated his entire night’s winnings from Friday, December 2, which totalled $1,097.

Police Constables Maureen Andrew and Jody Wilson from Halton Regional Police Service were on hand to accept the contribution.

“This compassionate and selfless act on the part of the Standardbred drivers (Woodbine Entertainment Group circuit) is overwhelming. Their kind hearted donations will ensure a happier Christmas for many local children,” said Maureen Andrew, Police Constable Halton Police & Milton & District Campaign Co-ordinator for Toys for Tots campaign.

In 2010, the Halton Toys for Tots campaign experienced a record-breaking year, assisting over 3,000 Halton families while raising over $180,000 in toys and cash.

The goal for the 2011 campaign is to exceed last year’s number.
Woodbine Entertainment Group and the Central Ontario Standardbred Association (COSA) helped kick off this year’s campaign with cheques to support Toys for Tots.

“The Milton community is growing exponentially and the Halton Regional Police Service Toys for Tots program is gratified and honoured that the Woodbine Entertainment Group, Standardbred racing community, COSA and Mohawk Racetrack are such strong community partners,” said Police Const. Andrew. “I would like to especially thank Wendy Loiselle and Jane Holmes (from WEG) for their leadership. On behalf of the needy children and their families, we wholeheartedly thank you.”

Electrical Image Still a Winner in the Show Ring

Former OSS winner Electrical Image proved right at home in his second career with a scintillating show ring performance in the Speed and Action Road Horse to Bike Canadian Championship Stake at the Royal Winter Fair this year.

Sebastien Hebert of Saint Charles de Drummond, QC owns the now 12-year-old Balanced Image gelding and was at the lines to take down the winner’s $2400 share of the purse.

Electrical Image won 22 races and over $80,000 on the racetrack.

Always an audience favourite for its speed and showmanship, the “Bike” class provides another opportunity to showcase the Standardbred breed. This year’s $7500 purse paid out to eighth place and was co-sponsored by COSA and harness horse owner and breeder James P. McClocklin.

Ontario Racing Commission Plans to Accredit New Trainers

The Ontario Racing Commission(ORC) has been working with Standardbred Canada on a new program to provide accreditation for new trainers.

At a meeting on Dec. 22, 2012, the ORC will consider a proposed  change to allow new rules for apprentice trainers. Prior to approving the directive for the rule change, the ORC is seeking public input.

Gural to Defer Implementing Stallion Retirement Qualifications For Stakes Eligibles Until 2013 Breeding Season

 

Jeff  Gural’s New Jersey office has issued the following News Release regarding the implementation of the Stallion Retirement qualification which will come into effect for the 2013 breeding season:

 

Jeff Gural’s vision for improving interest and attendance at harness tracks includes the now well-known provision intended to discourage the retirement of the sport’s stars after their three year old season. This would be accomplished by adding a condition excluding the foals of any sire retired at age four (absent a legitimate medical reason) from stakes at Tioga & Vernon Downs and The Meadowlands. While this initiative is still an integral component of the big picture, the decision has been made to defer its enactment until 2012. The first crop affected would be those bred in 2013 and foaled in 2014.

There are several factors that led to the postponement. First, the process to create and review this language takes time and that has become a problem. It is our intention to enter into dialog with the parties directly affected by this condition in the interest of making a clear, concise condition that will be fair to both owners and breeders. We hope to eliminate any loopholes that might be exploited and ultimately avoid having to change the condition after it has been published.

As we endeavored to compose the language in this direction, several of 2011′s top three year old horses have been retired. We recognize the absence of any official language on the topic to this point and concede that it would be unfair to those horses to exclude their foals from stakes when there was nothing published that effectively explained the guidelines to the connections as they considered their options.

Horses Only to be Excluded for 4-year-old Season

There also seems to be more than a little confusion as to the scope of the condition. The intention from the beginning has been to exclude the progeny of any horse retired at age four for foals bred during that horse’s four year old year ONLY. There would be no exclusion for the foals of ANY horse if the sire was a minimum of five years of age when that foal was bred, regardless of the sire’s age of retirement from racing. It is NOT a lifetime ban.

A third consideration, in the interest of continuity, would be to align the Gural tracks with the WEG tracks, which intend to include a version of the stallion retirement condition in their stakes beginning with foals of 2014 (and eventually the Hambletonian Society in 2015). We recognize and appreciate the support of both of those racing entities.

“It has simply gotten too close to the breeding season. Horses need to be advertised and booked and I understand that,” said Gural. “I also want to make it clear that a lifetime ban was never my intention. I do believe wholeheartedly that this needs to be done; look at the difference in the Breeders Cup this year, their viewership was off 70 per cent vs. last year with no Zenyatta.

“I am talking to some of the major circuits about creating four-year-old races for big money, which I agree is necessary. There is plenty of money to be made racing older horses and we plan to increase that. If they bring the horse back at four they will have some races against their own type then move on to open older races later in the season. It occurs to me that a horse’s reputation would be enhanced greatly by exhibiting the durability and soundness required to compete at age four and beyond…it’s also a lot more fun to root for your horse to win a major stake rather than hope to get a mare in foal.”

“Hopefully, unlike this past season, next year we’ll see some dominant three year olds that will attract the kind of fan base that I believe these horses are capable of attracting.”

COSA to Draw for Gift Certificates for Grooms at Dec. 14 Chapel Luncheon 12-2pm (Draw at 1:30)

 

Central Ontario Standardbred Association (COSA) has announced a special Christmas Draw for grooms at the Racetrack Chaplaincy of Canada’s hot lunch on Wednesday, December 14th.

The luncheon will take place from 12pm until 2pm, with the COSA draw set for 1:30pm.

The names of ten licensed grooms will be selected from the COSA member list and each will be awarded a $100 gift certificate from Wal-Mart.

The Chaplaincy Program headed by Ken Carter provides complimentary hot lunches for backstretch personnel every Wednesday year round, as well as a turkey dinner on Christmas Day at Mohawk Racetrack’s non-denominational Chapel.
